#77 Behind Closed Doors: The Hidden Path to Mandatory Vaccines with Bridget Kearns

What are we doing? We’re calling the Massachusetts House Committee on Steering, Policy and Scheduling to urge them to refer House Bill H.2554 (that would remove the religious exemption for school attendance) to a fiscal committee—such as Ways and Means or Health Care Financing AND to not advance it from steering.

We’re asking the committee to do what’s been done in past sessions or to not advance it from steering.

Why? Because this bill eliminates the religious exemption for school vaccines and adds new reporting mandates. It’s not just a policy tweak—it will have major fiscal, operational, and equity impacts across Massachusetts schools and families.

Hi, my name is [Your Name], a Massachusetts resident and I’m calling to urge the Steering, Policy and Scheduling Committee to refer H.2554 to a fiscal committee, such as Ways and Means or Health Care Financing or not advance it at all.

This bill eliminates the religious exemption for school immunizations—a major policy change that will harm religious families and have serious impacts on school funding, student enrollment, and equity across the state.

Just as in prior sessions, this bill should be sent to a committee equipped to fully assess its financial and systemic impacts—not fast-tracked to the House floor.
This bill comes with real fiscal and enforcement costs. I just want to highlight one key concern:

It would place major compliance burdens on schools—especially those in low-income areas that are already short on nurses and administrative support.

Families who can’t comply may be forced to homeschool or move out of Massachusetts, which would cause a drop in public school enrollment and a loss of state funding for many districts.

The Department of Public Health will need more staffing and oversight capacity to manage the new reporting requirements—something that hasn't been budgeted for.
This could deepen the financial strain in districts that are already losing students and struggling to keep programs and staff.

It could expose the state to costly lawsuits by removing a long-standing religious right without alternatives.

Families with fewer resources—like single parents or immigrants—will be hit hardest, since they often can’t afford to homeschool or relocate.

We respectfully urge you to refer H.2554 to a fiscal committee so it can receive the thorough review it warrants.
