WHY JULY 31ST MATTERS July 31 marks the end of formal legislative sessions. After that, the Legislature moves into informal session, where just one legislator can object and block a bill from advancing. For this reason, only non-controversial bills tend to move forward, while more contentious legislation often stalls. While formal sessions can occasionally occur after July 31, they are the exception rather than the rule. In practice, July 31 is widely viewed as the Legislature's primary deadline for advancing major legislation. That is why legislators, advocacy groups, and lobbyists are working hard right now to move their bills forward. For bills like H.2554, S.3070, and S.1244, these final weeks may be the most important of the entire session. |
